So far, with the rapid development of China's highway construction and the highway,the number of the traffic is increasing by leaps and bounds. As a result, people put forward higher requirements on the highway. To this end, a company of Jiangxi Province proposed using information technology to enhance highway emergency management, improve emergency response capabilities to respond effectively to emergencies. Considering these requirements, the design and implementation of the Jiangxi Provincial Expressway Network Monitoring and Service Systemis discussed in this thesis.The main work ofthis thesis is as follows:1.Based on the research and analysis for the existing highway network monitoring and management of Jiangxi highway, directed against for the sloppiness of the current monitoring and control, unscientific decision-making, poor communication and lack of control over resources and other issues of daily operational management and emergency response in Jiangxi Highway, we proposed making full use of video, traffic, weather, events and other information of highway, based on GIS platform, achieving a computer system which completely control and dynamically monitor the actual operating conditions.2.In order to fully ensure the security, cross-platform, easy scalability, easy maintenance and other requirements of the system, we adopted the multi-tier application architecture, and designed the Network Monitoring and Service System architecture of Jiangxi Province Highway.3.Through the outfield traffic automatic collection devices and artificially getting integrated transport dynamic information such as real-time road traffic, abnormal traffic incidents, road weather and environment, in accordance with a given mathematical model calculation and judgment, we realized traffic condition monitoring and equipment operating status monitoring.4.As for rights management interface, data access interface and other functional modules, based on object-oriented method, we completed the software design and code implementation.
