City community is the concentrated place for modern people to live and work.It has the characteristics of highly collection of population and multiple interests,which is easy to induce all kinds of unexpected disasters and accidents.It will inevitably cause immeasurable losses and casualties' threat to people once the city encountered sudden disasters and accidents.It has caused government and the social to think about how to minimize the loss,evacuate the crowd,protect the personnel basic refuge life etc.in modern community.Many studies have shown the city level or district level of emergency shelters planning and site selection,space layout,index system and suitable evaluation method at home and abroad.However,there is little research on community emergency shelter.Now there are no community emergency shelter specifications in China.In addition,people have no strong awareness and poor ability of community disaster prevention.Community disaster prevention and reduction work are urgently required.Faced with these problems,this thesis mainly contain three aspects: Firstly,the study object is community existing outdoor type emergency shelter,put forward emergency shelter capacity concept,do assessment and optimization of its ability to provide community residents safe refuge in sudden disasters;Secondly,establish emergency shelter capacity index system containing safety,accessibility,containment,emergency facility.Propose quantitative classification index,evaluation function,evaluation grade method.Finally,establish location optimization model and optimization function on theory of L-A model,provide the method of improve weak point of emergency shelter capacity from quantitative view.Emergency shelter capacity index system,evaluation function,location optimization model and the index function optimization method established in the paper are objective and scientific for community emergency shelters capacity evaluation and optimization.Provides theoretical and data support to community emergency shelter construction and planning of our country,and has practical value in engineering.
