Research Of Urban Community Public Safety Planning Strategy Based On Environmental Carrying Capacity

Nowadays, world urban disasters are present a complex and multiple trends; urban security research has become a focus on the hot issues. Based on environmental carrying capacity (ECC) and urban community disaster risk control as the main line, this project integrated traditional security planning model, and discussed urban community public security planning (UCPSP) theory from the perspective of urban community planning and disaster science, environmental science fusion. This paper has founded evaluation system of community public security environmental carrying capacity preliminarily. Meanwhile, it provided theoretical support and approach platform for computer aided solving the planning of community public security and the problems of disaster prevention and mitigation.Firstly, the paper discussed theoretical foundation of UCPSP based on environmental carrying capacity. Including of research methods of environmental carrying capacity, relevant theories of safety science and security community, theory evolution of community security planning, has presented the constructive system of UCPSP established basic theory for the later working.The project adopts the methods of fishbone diagram, the principal component and cloud computing to promote the foundation data base researches of urban community risk factor and public security ECC, preliminary build an urban community risk factor system, develops evaluation model of community public security system. Secondly, the project puts forward urban community public security ECC grading-evaluation-assessment system model, and establishes urban community security space structure system and content by using different grading evaluation index. Thirdly, the project integrates previous disaster prevention and mitigation planning and puts forward a scientific UCPSP application method from different levels. Finally, the project, through case analysis, validates the feasibility of UCPSP improvement by using the evaluation system of community public security ECC, in order to promote UCPSP quantitative & adaptability research in our country.The project puts forward the evaluation index system of urban community public security ECC, make up the lack of quantitative research on UCPSP. The project, integrating previous disaster prevention and mitigation planning of urban community, put forward a complete system of UCPSP and built system of urban community public security space, provides a reference to the theory and practice.
