Urban emergency shelters have played a decisive role in disaster relief and post disaster recovery.In recent years,emergency shelters have been included in the planning contents of relevant planning in different regions,and the number of emergency refuges is increasing,and the level of urban safety has been greatly improved.But at present,the construction of emergency shelters generally pay attention to its "quantity" and take no account of its "quality",the service level of emergency shelter is still low.Moreover,the research focus of emergency shelter gradually have shifted from site selection to layout design and service capability optimization.Under this background,this paper studies the service ability of emergency shelter in Mianyang in order to provide reference for future emergency shelter planning and construction and promote the service level integrally.The specific research content and results are as follows:(1)To establish an evaluation system of emergency shelter service capability.By summarizing the practice of emergency shelters and related research results at home and abroad,a set of index system for evaluating the service capacity of emergency refuge places is set up with 5 aspects of safety,accessibility,scale capacity,emergency facilities and emergency management,and 14 evaluation indexes.The research method is established combining analytic hierarchy process(AHP)and entropy method.(2)The overall evaluation of the emergency shelter service capacity in the study area.Taking ArcGIS as data storage platform,according to the information of landform,roads,population,hospital,fire protection and other information in Mianyang,the database of research area is established.ArcGIS combining field survey is used to evaluate and analyze the 14 indexes in 5 aspects,such as safety,accessibility,scale capacity,emergency facilities and emergency management.The comprehensive evaluation results showed that in the 47 emergency shelters in study area,there are 11 emergency shelters have good service ability,30 emergency shelters have medium service ability and 6 emergency shelters have poor service ability.In general,the service capacity of emergency shelters in Mianyang reach a medium level.(3)Sample case analysis.A representative sample is selected from the emergency shelter with good,medium and poor service ability performance.The main problems existing in emergency shelters are lack of emergency facilities and emergency management,unreasonable layout.Finally,suggestions for improvement are put forward aiming at the problems and shortcomings in the evaluation results.
