Research On The Allocation Strategy Of Rural Basic Public Service Facilities In South Of Jiangsu

In recent years,with the continuous implementation of new urbanization and the economic and social development of rural areas,rural residents' life style and consumption concept have been changed considerably.The rapid development of the rural economy has brought a series of problems as well,such as unreasonable allocation of rural public service facilities,the low utilization rate,waste of resources and other issues which are triggered by the inconsistency between the configuration of public service facilities and the actual needs of the rural population.So whether the allocation of public service facilities are reasonable or not will not only directly affects the life and work of rural residents,but also affects the fair and effective use of social public resources and the sustainable development of the whole social economy.Therefore,it is of great importance to carry out the research on the basic public service facilities strategy based on the demand-orientation so as to improve the quality of life of rural residents,promote rural social and economic development and build a harmonious society.In this paper is based on the life cycle theory,the location theory of public service facilities,Maslow's demand theory and the reform theory of supply side with South of Jiangsu which has a good economic foundation and perfect rural public service facilities as the research area.Based on the theoretical research and the analysis of 300 questionnaires in 15 villages in South of Jiangsu,in-depth analysis on the supply of public service facilities and the demand of the villagers in South of Jiangsu are carried out.From the concept to the characteristics of the mechanism,from the phenomenon to the essence,the contradiction between supply and demand in South of Jiangsu is being analyzed and researched respectively with the internal reason of the contradiction and the specific optimization strategy being summarized.The main research contents are as follows:(1)From the concept of public service facilities,supply and distribution,the research object of this paper-the basic public service facilities in rural areas is clarified,including educational facilities,medical facilities,sports facilities,pension service facilities and other facilities.(2)By combing the supply mechanism of public service facilities and the actual demand of rural residents,the contradiction between supply and demand is manifested together with the reasons of the contradiction being obtained as well,which leads to the configuration idea of the demand guide so as to further analyze the factors affecting the allocation of facilities.(3)By combining with field survey and data analysis,the paper analyzes the problems and causes of public service supply insufficiency for the rural residents in South of Jiangsu so as to verify the rationality of theoretical analysis.(4)The paper puts forward the allocation strategy of rural basic public service facilities in the South of Jiangsu by regarding the demand as the guideline and focusing on the various stages of the supply for basic facilities.(5)A series of guarantee mechanisms for better allocation are proposed based on the proposed strategies.From the research,the author holds the opinion that although the status of public service facilities allocation in South of Jiangsu is sound;the quantity is highlighted more than the quality with the contradiction of imbalance between supply and demand being still existing.In terms of service facilities allocation,we can not only consider the superficial factor.We should start from the source of the problem with the allocation strategy being put forward by analyzing the decision-making stage,accumulating stage,production stage and also utilization stage.We should also emphasize the importance of constructing multiple subjects.At the same time,the specific allocation strategies of each stage are put forward from the perspective demand-orientation.This paper aims at providing reference for other areas in terms of rural public service facilities by carrying out study with the subject being the South of Jiangsu which is economically developed.
