Research On The Merged Township's Revitalization Strategy In Suzhou

With a consideration of administrative division reorganization and rural and urban resources combination,the reform of village and town administrative division has been widely practiced in China since the 80's of 20 th century.Since this century,With the improvement of government administration system reform which takes the “Responsible government ”,“efficiency government ” and “service government ” as value orientation,the grass-roots village and town administrative division adjustment become one focus in Chinese administrative division reform.Suzhou is located in the center of Yangtze River Delta,an area with concentrated small towns.After several township administrative division readjustments,a large number of villages and towns are being merged,township structure trends to be stable.At the same time,the merged townships development problem in Suzhou gradually emerged.Based on the above background,the paper focuses on the merged townships in Suzhou,analyzes exist problem and causes,explores the township revitalization strategies in the context of new urbanization and conducts empirical research.Firstly,the paper states the development of township merging in Suzhou and divides it into three processes according to different objectives: The shift from agriculture to industry creates the regional agglomeration of factors,the shift from domestic demand to external demand promotes economic internationalization,the shift from focusing on quantity growth to quality improvement advances overall well-to-do.According to the three processes,the township merging in Suzhou can be classified into three types: multi-powers merged,with strong taking weakly and optimized combination.Furthermore,the merged townships can be classified into three types: prosperous township,stable townships and declining townships.At last,the paper generalizes positive and negative effects of the township merging on the development of urban system of Suzhou.Secondly,the paper starts with the development of the adaptability of new urbanization and merged townships,analyzes current situation and existed problems of merged townships of Suzhou,then finds out the corresponding issues and forms about function,industry,public facilities and settlement between new urbanization and township merging.Finally,the paper puts forward development concept,function position and other adaptive development strategy for merged townships of Suzhou.Finally,the paper takes a case study of KingHepa in Wu Jiang district of Suzhou city to explore the adaptive development strategy and optimization of spatial distribution for merged townships,hopes to provide reference and consult to the revitalization and development of other merged townships of Suzhou.
