Fujian province, located in the southeast coast of China, is the starting region of the “Maritime Silk Road”. With the stimulation of national strategy, the economy of Fujian province had a rapid development and the demand for construction land was increasing rapidly. According to the characteristics of “eight mountains and one water” in Fujian Province, the 78.91% land area is hilly area, and the plain area is less than 10%. The traditional expansion method of urban construction land is unable to solve the contradiction between supply and demand. Therefore, we need to explore new way of planning and optimal allocation of construction land.Based on the traditional mode of expansion planning of construction land, this paper conducted a research on M-S-P(M-S-P is short for Mountain-Sea-Plain) planning technology. “Mountain” is defined as rational development of gentle slope lands; “Sea” is defined as appropriate use of coastal zones; “Plain” is defined as intensive use of inefficient land. Combined with suitability conditions of construction land,such as the human factors and ecological disaster factors and used the method of Monte Carlo, this paper create the model of construction land optimal allocation and obtain the best optimal allocation of construction land in Fujian.The main content and results of this paper are as follows:(1) Firstly, this paper explored the areas of M-S-P(Mountain-Sea-Plain) of Fujian's construction land. Based on the DEM date, social and economic data and planning data, this paper, explored the areas of M-S-P(Mountain-Sea-Plain) of Fujian's construction land by using the technology of GIS, DEA model and spatial analysis. The areas of “Mountain” is about 3.59 million hectares; the areas of “Sea” is about 5907 hectares; the areas of “Plain” is about 5907 hectares.(2) Secondly, the paper analyzed the anthropogenic and ecological disaster factors of construction land. According to Fujian province's land's general use planning data(2005), Statistical Yearbook data(2015) and land change data, this paper analyzed the anthropogenic and ecological disaster factors of construction land by using the technology of PCA(principal component analysis), MLR(Multiple Linear Regression) and GIS.(3) Finally, this paper studied the spatial optimum allocation of Fujian's construction land. Based on the above data, we build the model of spatial optimum allocation by using the method of Monte Carlo. Finally, we obtain the best answer of spatial optimum allocation. The areas of “Mountain” is about 146965.29 hectares; the areas of “Sea” is about 4425 hectares and the areas of “Plain” is about 4425 hectares.
