West Liao River Plain is located in the semiarid regions of northern farming pastoral ecotone, less rainfall, water resource shortage, and due to the water consumption is increasing in recent years, the irrational exploitation of water and land resources use intensifies, resulting in ecological environment fragile. Therefore, it is necessary to make the West Liao River plain area of water and land resources optimization allocation, the use of the contradictions in order to improve the soil and water resources, realize the reasonable development and utilization, sustainable development to regional economy.Based on the analysis of the West Liao River plain water and land resources utilization evolution characteristics and driving force from 1995 to 2014, Lorenz curve and Gini coefficient was introduced to calculate the matching degree of water and land resources, and the use of multiple objective linear programming method to optimize the allocation of water and soil resources in the West Liao River plain, and get the optimal allocation scheme. Finally, put forward a new implementation of the optimal configuration of the security of water and land resources rational use of the proposed.The main contents and main conclusions of this paper include the following aspects:(1) Based on the statistical data of water and land resources, and the software like ArcGIS, ENVI as a platform for remote sensing image processing, analyzed on the evolution characteristics of water and land resources in the West Liao River plain area from 1995 to 2014. The results show that, the total amount of water resources in the West Liao River plain area was shortage, groundwater as the main source of water supply, and water structure is dominated by agricultural irrigation water, but has a trend of decreasing year by year, and the second and third industrial water from the beginning of 2009 increased gradually. The land use structure in arable land and grassland-based, the type of land use change in cultivated land and construction land, unused land and grassland conversion between the more prominent from 1995 to 2014.(2) Calculated the Gini coefficient of water resources and cultivated land area, the second industrial output and population in the West Liao River plain, analysis of the matching degree between the water and soil resources in the region. Results show that the land and water resources in the West Liao River plain matching degree are poor as a whole, the place where has developed industry, numerous population, large areas of cultivated land like Horqin district, Kezuozhongqi, kezuohouqi and Kailu County, which water resources are relatively scarce; and the place where is relatively abundant in water resources like Naimanqi and Zhaluteqi, which population is small, industrial development is slow, and the proportion of cultivated land smaller.(3) To build its economic benefit and ecological benefit as the goal, the land use types as the decision variables and the quantity of water resource is the main constraint condition of the West Liao River plain land and water resources optimization allocation multi-objective linear programming model, using fuzzy mathematical programming method with the help of MATLAB software to model in solving optimal allocation scheme. Results show that the optimal scheme of land use structure is more reasonable, compared with the current situation, the GDP of the optimum scheme increased 21 billion yuan, and the growth rate of the construction land was the largest; the water demand was reduced by a total of 110 million m3, and the largest decline was the cultivated land water demand. The configuration results through the GIS into space after the land unit is more intuitive to provide a reference for decision makers. |
