At present,China is in the rapid development stage of new-type urbanization,and all parts of the country are facing the dual target constraints of stable economic growth and carbon emission reduction.Meanwhile,it is urgent to build a territorial spatial planning system to adapt to the construction of ecological civilization in the new era.Therefore,how to realize the optimal allocation of land resources in space is particularly important.Yueyang city,as one of the core cities in the construction of Yangtze River Economic Zone and Dongting Lake Ecological Economic Zone,has a relatively high level of overall urban development,but there are still some problems in land use structure.Based on the above realistic background,this thesis took Yueyang city as the empirical research object,used landscape pattern analysis method,GIS spatial analysis method and FLUS model to scientifically and systematically revealed the current situation and temporal and spatial dynamic characteristics of land use,and carried out multi-scenario simulation of land use on the basis of evaluating land suitability.In order to supply certain theoretical and practical support for the optimization of land use spatial pattern and the implementation of land space planning in the new era in Yueyang city.The main conclusions are as follows:(1)The main types of land use in Yueyang city are woodland and cultivated land.In terms of quantity,the degree of land use diversity is high,and the degree of land use concentration and land use degree are low.Spatially,land patches are relatively scattered,among which construction land has the highest fragmentation rate of 4.88,and the sub-dimension index is at a medium level.In terms of temporal and spatial dynamics,the area of all land types except the weeded land increased from 2005 to 2020,and the dynamic attitude of construction land was the largest.The main types of land use conversion are water area and cultivated land.The spatial expansion of construction land is from east to south,and the migration distance is small in Yueyang county and Pingjiang county.(2)The proportion of highly suitable area of agricultural land,construction land and ecological land were 26.89%,31.01%and 13.80%,respectively.The proportion of moderate suitable area was 39.31%,37.20%and 36.98%,respectively.The proportion of barely suitable area was 26.78%,17.43%and 32.36%,respectively.The areas of unsuitable areas accounted for 7.02%,14.35%and 16.86%,respectively,and their highly suitable areas overlapped to some extent.(3)The Kappa index of the land use simulation in Yueyang city in2020 is 0.921,the simulation is ideal.Comparing the land use simulation results in 2030 under different scenarios,it is found that:Under the natural development scenario,the construction land is expanded through the occupation of cultivated land and forest land;under the cultivated land protection,ecological protection,green and low-carbon scenarios,various degrees of land use are regulated,but the land cannot be The utilization is optimal;Under the comprehensive development scenario,the variation range of different regions is more balanced,and the construction land is effectively controlled,with an area of 51334.56 hm~2,ensuring the amount of cultivated land,forest land and other land.(4)Based on the above conclusions,this thesis discussed the strategy of land use spatial optimization allocation which promoting national spatial planning,optimize the construction land structure,strengthening the cultivated land protection,implementing ecological priority strategy and adhere to the green,low carbon development.And put forward the specific implementation Suggestions:scientific establishment national spatial planning,strengthen the spatial planning guide;Strengthen the intensive use of construction land,effectively control the expansion of construction land;Strictly implement cultivated land protection policies to improve the quality of cultivated land resources;Do a good job in ecological protection and strengthen the protection and restoration of ecosystems;Effectively reduce emissions and increase foreign exchange and promote green and low-carbon development in the region.
