Security is an important guarantee for personal life. It is the guarantee of the happy life. It is the foundation of the social and the country. It can be said that security is the foundation of a country's economic development and social stability, and it is also the fundamental guarantee for the sustainable and healthy development of the country.Power plant is an important energy unit, it has important significance to the development and stability of a region, and even the stability of the people. However, the construction project of thermal power plant is long and complex, and the safety work involved is very complex. Therefore, it is very important to study the risk of thermal power plant construction.Based on the theory of risk management and safety management, this paper takes the M power plant as the concrete research object. Based on the construction stage, the risk source identification and analysis work, combined with the reason of human, material (i.e., mechanical, materials, etc.), the analysis method, the index matrix, calculate the risk value. This paper further analyzes the safety risk management characteristics of thermal power plant engineering construction stage, based on the analysis of safety risk factors, based on operating conditions, using risk assessment method and fuzzy comprehensive evaluation index system, and the construction safety risk evaluation index system, and the M power plant engineering construction stage safety risk assessment, M power plant construction evaluation results for 75.488 points, for the safety level, with the actual situation. According to the evaluation model of LEC-FCE, the major risk of M power plant is evaluated.At the end of this paper, from the M power plant construction of overall risk management, risk management and control of the key, strengthen process management put forward countermeasures and suggestions, and focuses on preventing high altitude falling objects, preventing the collapse of scaffolding, preventing hoist tower out of control, foundation pit collapse prevention key risk prevention measures, at the end of the paper, the security and the establishment of risk management system, improve the safety awareness of risk management, improve employee safety awareness, strengthen safety education, strict construction pre control plans and standardize the labor protection, establish perfect risk management system and emergency mechanism process management measures and suggestions. These suggestions will be in the actual operation of the M power plant construction to bring good results.
