In recent years, with the continuous development and expansion of China's national defense industry, more and more military projects launched construction. Military project construction is not only an essential foundation of the research, development and production of national defense weapons and equipment, but also an important guarantee for the stronger army and more prosperous people. In order to ensure the smooth implementation and completion of military construction projects, project owners must adopt effective project management models. At present, most of the military construction projects in the H military industry group adopt the Engineering Procurement Construction (EPC) model. Although the management of EPC project has achieved great development ever since the economic reform and opening up in our country, a lot of EPC contractors are still lack of project management personnel and project management capacity, resulting in unnecessary additional project investment, schedule delays, poor project quality, and even low or no benefits in many investments. It is imperative for the EPC managers to understand how to improve the project management capacity, to enhance the investment returns and efficiency of the construction project.To solve this problem, this paper conducted a comprehensive and in-depth study of the entire detailed process of a military project Z by the G Design Institute from the perspective of the EPC contractors, with a systematic way combining the project as a whole and its different components. First of all, through the literature review of the project and construction project, the project management knowledge and theoretical basis are established for the case analysis and research. Then through a survey of a large amount of data, using the principles and methods of modern project management,, the EPC project management system of the military project Z was studied and analyzed systematically, and problems existing in the project management case was found. In-depth analysis was conducted into these issues and underlying crux was identified. Targeted planning was designed for the later project construction. Finally, we pointed out that the core method of project management is "five control" and "one system" to achieve the project success and maximum benefit of the project".
