Study On Government Differentiated Supervision Mode For The Construction Quality

Currently, with the rapid development of construction industry, the government’s ability of supervision and construction supervision are expected with higher standards. Therefore, it is necessary to further explore the quality supervision and management, which is mode suitable for the Chinese context and in line with the actual condition of the construction industry. It can enhance supervision efficiency and level.This dissertation reviews the existing research to provide theoretical support for the research on improving the government engineering quality differentiated regulatory capacity and efficiency. Evolution and the present situation of the government’s construction quality supervision and management are analyzed from the horizontal and vertical aspects respectively. The characteristics and reference significance of engineering quality supervision quality of the project and differentiated regulatory is grasped on the whole, and the characteristics of government in developed countries are reviewed and summarized. First, the government regulatory reform to public project quality difference should be emphasized; second, the government differentiated regulatory procedures, contents, and methods should be further standardized; third, differentiated supervision means and methods should be further explored. The above has paved the way for clear government related principles of differential supervision and the raise measures.Under the framework of existing laws and supervisions, the author argues the institutional mechanisms and determined differentiated supervision principles from overall level. Then, this dissertation clearly puts forward a systematic and quantitative construction differential government supervision mode, including a project quality risk identification system, a project quality differential supervision mode, and a differential supervision dynamic verification mechanism., Finally, Hexi District in Tianjin is taken as an example to verify the implementation of construction quality differentiation supervision. This dissertation can serve as a guide for related departments to take engineering quality differentiation supervision.
