Research On Government Supervision And Management Of Construction Project Quality

"100-year plan,quality first" is the purpose of all construction projects.The investment of construction projects is large and related widely,and their quality is related to the safety of people’s lives and property.However,with the rapid development of social productivity and the acceleration of urbanization process,the quality of construction projects,especially the quality of residential projects,has attracted more and more attention from the government and the community.At present,it is an urgent task to restrain engineering quality accidents,reduce the occurrence of common quality problems and effectively improve the quality of construction projects.Government supervision of engineering quality is like the steering wheel of a ship,which plays the role of macro-guidance and control.Therefore,it is of great practical significance to carry out research on government supervision and management of Engineering quality.This paper first elaborates the research background and significance of government supervision and management of Engineering quality,then takes Y city as an example to study and explore the current situation of government supervision of engineering quality in Y city from various aspects.It is concluded that there are some problems in the supervision of engineering quality in Y city,such as unclear positioning of supervision organization,imperfect legal support system,non-standardized supervision and law enforcement procedures,insufficient number of supervisors and quality of supervisors.A series of problems need to be raised,such as insufficient funds for supervision,backward means of supervision and incomplete implementation of comprehensive supervision.Based on the attitude of solving the problems from the root,this paper points out that if the government wants to solve the problems effectively,it should adjust the root causes and change the existing supervision and management mode.At the same time,three countermeasures are put forward.First,it is suggested that the supervision mode should be changed to market-oriented one,and that the supervision mode should be established with the supervision of social supervision institutions as the main part and government supervision as the supplement,which can effectively solve the problems of government supervision.There are many difficult problems,such as insufficient personnel,insufficient funds,low quality,backward means and so on.Secondly,we should adopt restraint and incentive mechanism to guide social engineering quality supervision institutions to compete benignly and develop healthily.Thirdly,we should further improve the supervision measures of project quality.Five measures should be taken to implement the project quality insurance system,improve the integrity management system of the construction market,strengthen the application of information-based supervision means,strengthen the management of household acceptance of residential projects,and implement standardized management of quality complaints.This paper effectively finds the existing problems of government supervision and management of construction project quality and puts forward solutions,which provide new ideas and Countermeasures for government supervision and management of construction project quality and solve the difficulties of government supervision and management.At the same time,it will help the government to standardize the construction market,improve the efficiency of government supervision of project quality,and promote the continuous improvement of the quality level of construction projects in China.
