The Dong Ling tombs of Qin dynasty located in the southwest of xi "an, Bahe river on the east, northeast from Mausoleum of the First Qin Emperor about 8 kilometers, southwest from the center of xi 'an about 15 kilometers. Found in the early 1980 s after several other mausoleum area of Qin dynasty was found, it's a mausoleum area of Qin dynasty in late warring states. Holding remaining area is about 5 square kilometers, it's valuable for the studying of politics, economy, military, culture in Qin dynasty, and it has great historical value and research value.On October 23, 2009, The xi 'an government approval “xi 'an Lintong national tourist resort planning construction implementation plan”, decided start the development and construction of xi 'an Lintong national tourist resort with Qujiang New District and Lintong government. The area of tourist resort is about 27.33 square kilometers.The planning construction land of Lintong national tourist resort contains the whole land of the Dong Ling tombs of Qin dynasty, forcing great valuable Cultural relics turn into commercial land, which makes a conflict between commercial development and the conservation of cultural relics.This paper,using the method of literature research, survey research and comparative research, made a further study of the conflict between the Lintong national tourist resort and the conservation of the Dong Ling tombs of Qin dynasty, made several basic countermeasures finally. Firstly, sort out the overview of Qin dynasty, makes investigation and evaluation of The east mausoleum of Qin dynasty. Secondly, put forward the main problems between the construction of Lintong national tourist resort and the conservation of the Dong Ling tombs of Qin dynasty through analysis. Thirdly, delimit the protection district of, found the archaeological site park in combination with the rural tourism patterns as a comprehensive utilization way of site area.
