Research On The Ecological Compensation Mechanism Of Key Eco-functional Zone In Leibo County, Sichuan Province

With the rapid development of Chinese economy,a large number of natural resources are consumed and the ecological environment is gradually deteriorating.The contradiction of juggling both economic development and ecological protection is particularly severe,and the ecological and environmental issues have seriously hampered the sustainable development of human society.Leibo County is located in a poverty-stricken area of Liangshan Prefecture,Sichuan Province.The local ecological environment is very fragile.The problem of ecological environment destruction is severe.The contradiction between economic development and ecological protection is even more severe.In the context of the National Main Functional Zones Planning policy,Leibo County is classified as a National Key Eco-Functional Zone for Soil and Water Conservation and Biodiversity in Liangshan,which restricts the development of large-scale industrialized industries.The ecological function is positioned as an ecological barrier in the upper reaches of the Yangtze River,mainly to provide ecological products.Therefore,the purpose of this paper is to further improve the ecological compensation mechanism of key eco-functional zone in Leibo County,put forward effective policy recommendations,and provide a new way of thinking for the coordinated and sustainable development of economy and ecology in Leibo County.First of all,this paper defines the ecological compensation,ecological compensation mechanism,the key eco-functional zone planning and the core concepts of key eco-functional zone,and combs the related literature and theoretical bases,and determines the theoretical scope of the research.Second,this paper summarizes the general situation of Leibo County,and mainly analyzes the exploitation and utilization of natural resources in Leibo County,the status of social and economic development,the present situation of ecological environment,the Necessity of Perfecting Ecological Compensation Mechanism in Key Ecological Function Areas and the main function orientation of the key eco-functional zone of Leibo.Among them,the ecological environment problem in Leibo County is the starting point of this study.Because the deterioration of the ecological environment has led to the contradiction between ecological protection and economic development,the ecological compensation mechanism is to solve this contradiction and adopt comprehensive administrative and market methods to stimulate The micro-economic main body protects the ecological environment and ultimately achieves the goal of improving the ecological environment.Then,the current situation of ecological compensation in Leibo County was analyzed.First,identify ecological compensation stakeholders in key ecological function areas in Leibo County,then identify the ecological compensation stakeholders in Leibo County.Next,analyze the status quo of ecological compensation in key ecological function areas in Leibo County from the four areas of forest ecological compensation,ecological compensation for mineral development,ecological compensation for hydropower development and ecological compensation in key eco-functional zones.Among them,taking the representative forest ecological compensation in Leibo County as an example,a field survey and analysis was conducted.Finally,a comprehensive analysis of the current status of ecological compensation in Leibo County was formed.And the effect of the ecological compensation mechanism in key eco-functional zones in Leibo County was analyzed.Finally,according to the general situation of Leibo County and the status of ecological compensation,the paper analyzes the various elements of the ecological compensation mechanism in Leibo County,the problems and causes in the ecological compensation mechanism,and the necessity of improving the ecological compensation mechanism.The problems and causes that have been summed up are as follows: unclear property rights,indistinct compensation bodies,difficult to evaluate value,low compensation standards,narrow financing channels,insufficient compensation funds,lack of laws and regulations,lack of institutional guarantees,lack of authority and responsibility of the department,and lack of effective management.In response to solve these problems,we finally put forward policy suggestions for improving Leibo County's ecological compensation mechanism.At the macro level,improve ecological compensation laws and regulations,improve the central government transfer payment system,construct ecological service value evaluation system,and establish market compensation.Mechanisms and establishment of an ecological compensation supervision system;At the micro level,it is clear that departmental powers and responsibilities should establish linkage mechanisms,strengthen diversification of ecological compensation participation,establish and improve “off-site” compensation models,and establish “green development + public service” assessment mechanisms.
