Research On Water Source Ecological Compensation Mechanism In Pingshan County Hebei Province

In recent years, with the aggregation of water pollution, shortage of water resource,and the contradiction between watersheds,water source ecological compensation becomes the key method to sustainable use of water resource. In China some areas have begun to use the method and achieve some good results.However, because of the lack of theoretic guideline,some problems inevitably appeared in practice of water resource ecological compensation.Based on this background, I analyzed the ecological compensation mechanisms of the water conveyance project in Pingshan County, in order to establish effective water resource ecological compensation in our country.The main components of this paper are as follows: firstly, I discussed development of ecological compensation mechanisms at Home and Abroad, on this basis, I pointed out the mature experiences in developed countries and main problems in our country. Then, this thesis analysed basic meaning of ecological compensation, and its principles, rationality, types. Such as efficiency and fairness theory,public goods theory,external theory and ecological capital theory. Furthermore, I pointed out standards, ways and operating process framework in the water resource ecological compensation. As the research focus, this thesis analysed the water conveyance project in Pingshan County and the regional background, then proposed measures to perfect the water resource ecological compensation.The main research results and innovation are as follows:(1)the water utilization in Pingshan County and the regional background were analysed. Furthermore, I discussed the interest-related parties and the effects of the project;(2)basing on the examples of water conveyance project in Pingshan County, this paper identified the subject and object of ecological compensation, then used the methods of Willingness to pay(WTP), opportunity cost analysis and cost analysis of water quality to measure the standard of ecological compensation. These data have strong reference value, the method of WTP can determine the lower limit, while the method of opportunity cost analysis can get the upper limit, and we can use the way of cost analysis of water quality to review.(3)this paper based on theoretical analysis, then analysed related problems of constructing water resource ecological compensation in Pingshan County by empirical study. This empirical study gives a great help to establish effective water resource ecological compensation and promote the development of policy and legislation.
