Study On Ecological Compensation Mechanism Of Ecological Function Areas In Shaya County

Since China’s reform and opening up,our country has entered a period of high-developing in social economic,With the acceleration of industrialization and urbanization,the ecological environment problem has become more and more serious.Unreasonable exploitation of natural resources,the development of energy intensive and high pollution industries,and the unsound policies and regulations of environmental protection are facing great challenges in coordinated and sustainable development of the regional social economy and the ecological environment,the contradictions among the ecological stakeholders are also more prominent.Therefore,exploring the establishment of multiple ecological compensation mechanism gradually becomes the focus of common concern.This paper is based on the theory and practice of ecological compensation and ecological compensation mechanism,refer to the practice of various places,conducted field research,Combining the characteristics,development level and main ecological environment of shaya county,and summed up the status of the ecological functional areas of Sha Ya county.This paper puts forward the problems of ecological compensation for ecological function area in shaya county from the perspective of compensator,manager and social development,it mainly perform in the aspects of the unclear definition of the compensation subject and the guest body,the low compensation standard,the single compensation mode,the small compensation range and the inadequate compensation supervision.In view of the above problems,From setting compensation principle and target,the definition of subject and object,choosing compensation way,determine the compensation standard,intensifying basic elements such as compensation regulation,to build the ecological compensation mechanism in shaya county ecological function areas.Finally proposed to expand funding sources of ecological compensation and ecological compensation mode,and advocating the ecological compensation fund management and education,perfecting laws and regulations and evaluation system of ecological compensation,promote industrial upgrading transformation and regional coordinated development countermeasures and Suggestions,,in order to solve the problem of ecological compensation in shaya county ecological function areas.
