| In recent years, as the pace of urbanization is much faster, and water pollution control draws more attention in Liaoning Province, the investment in urban sewage treatment projects and the total amount of these projects have shown a significant increase trend. Meanwhile, the problems in the operation and construction process of urban sewage treatment project are also increasingly, which exposed and caused widespread concern. The TBT project is an effective way to expand the capital sources of urban infrastructure, increase the capital efficiency and enhance the level of project operation and management. The application of the TBT model in construction and operation of urban sewage treatment project will be an effective means to improve the status of the sewage treatment in Liaoning Province.Firstly, this article analyzed the achievements and deficiencies of the foreign and domestic research results from two aspects, the sewage treatment project investment and financing mode and operational management. Six typical sewage treatment projects franchising model were listed and the characteristics and advantages of TBT model were compared and analyzed.Secondly, based on the research of relevant data of nearly ten years, this article found out the problems and restrictive factors existing in the construction and operation process of urban sewage treatment project in Liaoning province, analyzed the necessity and feasibility of the application of TBT model in urban sewage treatment project in Liaoning province, and pinpointed the environmental characteristics of franchising financing and its impacts on TBT model application.Then, the article analyzed the risk sharing mechanism of TBT financing model, classified the risk of urban sewage treatment in TBT project, and selectively analyzed the Social capital incentive, constraint mechanism and risk sharing of the contract subject by focusing on the project characteristics. This paper clarified the sewage treatment issues of pricing from the methods and principles, aiming at avoiding the double problems of inadequate profit and failure to reach the environment standards. Combined with the current situation of urban sewage treatment project construction and operation in Liaoning Province, with the technical index and economic index, social index, management index four aspects, the article omni-directionally constructed the comprehensive evaluation index system of the application of TBT model in urban sewage treatment project construction and operation, conducted a comprehensive evaluation of the TBT model that applied to urban sewage treatment project, established the evaluation index system in which calculated the weighting of each index by using analytic hierarchy process and a combination of quantitative calculation and qualitative analysis to determine evaluation standard, and built an operation comprehensive evaluation model of urban sewage treatment project based on TBT model from the four aspects including the input-output and economic benefit, social benefit, project management.Ultimately, this article introduced the case of project-sewage treatment project A. On the basis of the definite risk sharing and pricing condition of the case project, the project was carried through comprehensive evaluation. According to the result, the higher scores and lower indicators were detailed analyzed. Combined with the status quo of the sewage treatment project in Liaoning province, experience and lessons from the case project was analyzed.In this article, it illustrated that the application of pattern TBT in urban sewage treatment project could revitalize the intrinsic inventory, broaden the financing channels and improve the operations management level of the sewage treatment project. So it could effectively solve the problem which existed in the operation process of the sewage treatment project construction in Liaoning province. Elaborated the urban sewage treatment project of TBT mode main risk types, and project risk sharing and resolve. It preliminarily introduced TBT mode characteristic index of wastewater treatment project and provided an effective method for the urban sewage treatment project based on TBT comprehensive evaluation. |
