Research On The Pricing And Price-adjusting Of Sewage Disposal PPP Projects

In recent years,with the process of urbanization in China and the increase of the permanent resident population in citics,the discharged sewage has increased dramatically.The sewage disposal problem has become an important factor that influences cnvironmental quality and social economic development.The construction and operation of sewage disposal projects have attracted wide attention from the government and community.Although the sewage disposal facilities are increasing now,they still cannot meet demands of the sewage disposal market,Sewage disposal project has the characteristics such as long cycle,considerable investment and high risk.Traditionally,sewage disposal facilities completely constructed and operaeted by the government have not only brought great pressure to the local finance,but also caused low efficiency of sewage disposal operation management.As an important way to provide public products and services,the PPP model can solve the shortcomings of pure government supply,and it is increasingly used in the construction and operation of sewage disposal facilities.For sewage disposal PPP projects,the price of sewage disposal determines the project's cash flow and the size of government subsidies,and plays a decisive role in the success or failure of PPP projects.Therefore,the establishment of reasonable pricing and price-adjusting mechanisms is the key to the successful implementation and smooth operation of PPP projects.Based on the theories of multi-objective optimization,system dynamics,and financial analysis,pricing and price-adjusting of sewage disposal PPP projects is studied in this thesis.The factors affecting the price of sewage disposal PPP projects are identified through the literature analysis method,and the importance ranking of the factors is determined according to the questionnaire survey;Based on the influencing factors,a multi-objective planning model of the three core stakeholders,including government,social capital,and the public,is constructed according to the principles of public economics,and MATLAB is used for analysis to obtain an optimal initial pricing plan for sewage disposal that satisfies all the three core stakeholders;The system dynamics model is used to simulate the changing trend of each parameter under the optimal initial pricing scheme to determine the price-adjusting time node,providing dynamic parameters for the multi-objective programming model to obtain new adjusted price,in order to achieve the dynamics price-adjusting of the sewage disposal PPP project based on a coupling model of multi-objective planning and system dynamics.Based on a coupling of multi-objective planning and system dynamics,the pricing and price-adjusting model developed in this thesis applies in a specific sewage disposal PPP project.The results show that:during the concession period,the error between optimal initial pricing plan and the pre-winning bid amount is within the allowable range,as well as the error between the last model interactive pricing and the proposed pricing of the approval in the feasibility study report,and the price-adjusting range and frequency approach the reality,which verifies the rationality and feasibility of the model.
