A Study On The Application Of PPP Model In The Treatment Of Rural Human Settlements Environment In Northern Anhui Province

In the report of the 19th CPC National Congress,General Secretary Xi Jinping proposed for the first time the strategy of revitalizing rural areas,drawing up a beautiful blueprint for rural development with "prosperous industries,livable ecology,civilized rural style,effective governance and well-being of life."The management of rural ecological environment is the key link to realize the rural rejuvenation.It is of great significance to promote the construction of rural ecological civilization,improve the quality of life of farmers and build a beautiful village.In recent years,with the rapid development of rural economy,various environmental problems in rural areas have become increasingly prominent,not only seriously endangering the health of local villagers,but also to a certain extent hindering the pace of the construction of new rural areas in our country.The problem of human settlement environment has aroused extensive attention and exploration from all walks of life.Combined with the main contents of the "three great revolutions" in Anhui Province,this paper studies the following aspects of rural human settlements environment in northern Anhui Province:first,treatment of domestic waste;second,sewage treatment;third,treatment of latrines in rural areas;Fourth,agricultural waste management issues.The treatment of domestic waste is the focus of this paper.In the process of disposal of domestic waste in rural areas of our country,most of them adopt the mode of "separate household collection,unified clearance and centralized treatment".Although the model is in common with the concept of multi-party participation in the PPP model in theory,it is still government-led in the process of practical operation,which is in the first place.To a certain extent,the participation of rural social organizations is limited.This paper takes Xiao County,North Anhui Province,as a case study,and selects Xiao County,Suzhou City,North Anhui Province as the main research subject.An investigation was made on the waste disposal after the implementation of the integrated urban-rural waste disposal PPP project in Xiao County in 2018.The contents of the investigation include the specific content of the project,the investment of funds,the way of treatment,the present situation of domestic waste infrastructure,the situation of garbage cleaning and the status quo of villagers’ cognition,and so on.Through the investigation,it is found that the PPP project is well funded,the specialized personnel mechanization is harmless and unified treatment,and the domestic waste infrastructure project The construction is relatively perfect,and the daily life garbage is basically stored without garbage.The villagers are actively cooperating with each other in the face of the changing living conditions,and their satisfaction and sense of acquisition have been improved.However,there are also some problems,such as the low credit rating of the government itself,the imperfect supervision system in the construction and operation of the project,and the deficiency of propaganda and education to farmers when using the economic lever to pry up the private capital,and so on.Therefore,this paper puts forward the countermeasures and suggestions of using PPP model to treat ecological environment in rural areas of northern Anhui province.First of all,all parties and organizations should take on their own responsibilities and rationally divide their functions to deal with rural domestic waste together,so as to facilitate the formation of a diversified benefit-sharing mechanism,and the responsibilities of the government can be clearly defined under the PPP model.The value of private capital utilization can be brought into full play.Secondly,the government should pay attention to the spirit of contract to improve its credit rating.At the same time,it should establish a sound supervision and management mechanism to track and supervise the whole process of the project,and improve the efficiency of the project operation.Finally,we should increase the publicity and education of farmers to break the original "window-breaking effect’ To effectively promote the rural residents’ awareness of environmental protection and self-awareness.To fully mobilize the strength of rural society to participate in garbage disposal,the key to enhance the enthusiasm of villagers to join,to achieve the goal of building beautiful villages.
