The industrial structure refers to the internal structures of various sectors of the national economy and the relationship among different industrial sectors,and reveals the dependence and correlation of technology and economy in a certain industry.The change of industrial structure is an important manifestation in the process of economic development,and it is particularly important in the process of industrialization.The report of the 18th National Congress of the CPC pointed out that it is an arduous strategic task to speed up the transformation of the mode of economic development and to promote the optimization and upgrading of the industrial structure.Based on an introduction to the theory of the industrial structure and carbon emission efficiency,a description of the status of China's carbon emission and an analysis of the theoretical mechanisms of the influence of the industrial structure upon carbon emission efficiency,the carbon emission per unit of GDP has been adopted as the index of carbon emission efficiency and the industrial structures have been measured with three different indexes.Combined with a literature review,four other variables,that are the level of economic development and urbanization,energy consumption structure and technological progress,have been added to establish the mathematical models of the nation,three regions(the eastern region,the western region and the central region)and 30 cities and provinces(excluding Tibet).How the industrial structure influences the efficiency of industrial carbon emissions is analyzed in multiple angles and main conclusions are as follows:(1)carbon emission efficiency of own lag for the current period of the index value has a positive significant effect;the economic development level and the level of technological progress to promote the efficiency of carbon emissions,energy consumption structure and city level to curb carbon emissions efficiency.(2)showed that the threshold regression model showed a nonlinear relationship between the second industries accounted for the single threshold ratio between industrial structure and carbon emission efficiency measure;third industries accounted for the industrial structure to measure the carbon emission efficiency shows a linear relationship with the total industry;second,third showed a non-linear relationship than the two threshold effect measure the industrial structure on carbon emission efficiency.(3)Tobin model indicates that the level of technological progress have a positive effect on carbon emission efficiency,inhibition of industrial structure,energy structure and city level in accordance with the "energy structure,industrial structure,city level" order decline;on the eastern region,people are GDP on the carbon emission efficiency is positive effect of energy structure and city level showed inhibitory effect on the reverse;central region,per GDP and the level of technological progress on carbon emission efficiency positively promoted the energy stricture for reverse inhibition;western region,per GDP and the level of technological progress positively promoted energy structure performance reverse inhibition.Finally,based on the results of the empirical analysis of the model and combined with the existing level of economic development in different regions,some targeted and operational policy recommendations have been put forward.We should vigorously optimize the development of the first industry,speed up the layout adjustment of the second industry,so as to achieve the optimal allocation of resources.We should improve the abilities of the industrial structural transformation,establish a urban development mode which contributes to the resource saving,strengthen the research and development of low carbon technology,introduce the advanced energy-saving technology,reduce China's economic dependence on energy,which will effectively solve the current inefficiency of carbon emissions.
