A number of phenomena, such as rising global temperatures, serious air pollution,extreme weather in some cities in China, which undoubtedly warned that people must takemeasures to solve the problem of environmental pollution. The extreme weather includes hightemperatures, drought, haze, floods, and blizzard. In August2010, the state decides toimplement a plan of low-carbon industrial; Liaoning Province is as one of the pilot provinces.Liaoning Province has made active response to the national policy of developing low carboneconomy and establishing a green ecology, while has achieved the process of theindustrialization, the urbanization and the agricultural modernization. In order to helpLiaoning province implement the policy of low carbon economy, the paper analyzes theinfluences of Carbon dioxide, and establishes STIRPAT expansion model. Combining theactual situation of Liaoning Province, we make several suggestions to reduce carbonemissions. The details are as follows:The first chapter briefly discusses the impact of the current climate on the humanenvironment; Secondly, some experts and scholars at home and abroad are introduced, whichresearch on climate change has made; At the last, this article points out the main work of thisessay.The second chapter introduces several important concepts of time series analysis in themathematical statistics, and IPAT model. Firstly, we give some definitions such as the timeseries, time series analysis, the stationary series and the white noise sequence, and discuss thestatistical method of how to test if a time series is stationary; Secondly, emergence anddevelopment of the IPAT model is discussed.The third chapter analyzes the impact factors of the total amount of carbon emissions inLiaoning based on the STIRPAT model. Firstly, for the characteristics of Liaoning Province,we introduce some variables to the STIRPAT model and make necessary model expanding,the factors include the population urbanization rate, age structure, the proportion of thesecondary industry accounted for the working population; Secondly, in this paper, we notonly calculate the statistics date of Liaoning Province from1989to2009, but also applyEViews6.0software and time series analysis method to study the effect factors of carbondioxide emissions of Liaoning province. Finally, we come to the conclusion that the impact ofthe carbon emissions in Liaoning Province from large to small: per capita GDP, carbon emission intensity, Population, the proportion of the secondary industry accounted for theworking population, but per capita GDP, carbon emission intensity and the Population have apositive effect for carbon emissions.For statistical results of the previous chapter, the fourth part gives a few suggestions onthe energy-saving emission and the low-carbon growth in Liaoning Province.
