Research On Countermeasures Of Rural Domestic Sewage Treatment In Hebei Province

With the acceleration of urbanization in rural areas and the change of farmers’ life style,the tremendous increase of rural domestic water led to the large amounts of sewage emission,which caused the water environment pollution problem in rural areas becoming more and more serious.It is not only a threaten to the farmers’ health and safety,but also the barrier for new rural construction.So it is important and urgent to take treatment for rural domestic waste water.Hebei is a major agricultural province,and is on the outskirts of Beijing and Tianjin,since the integration of the Beijing-Tianjin-Hebei region strategy in 2013,the rural life pollution is the support function in the ecological environment problems which need to be solved.Therefore,governing the rural living environment in Hebei province is a major realistic problem.The paper focuses on rural domestic sewage treatment in Hebei province through literature,comparative studies,case studies and questionnaire interviews.This paper analyzes the policies of rural domestic sewage in Hebei province,and then conducts case studies of some rural.On this basis,the constraints affecting rural domestic sewage treatment in Hebei province are concluded and the relevant policy recommendations are proposed.The concrete research content includes the following several aspects.(1)The paper constructs a theoretical framework of rural sewage treatment.These relevant theories including Externality Theory,Transaction Cost Theory,Public Good Theory,Asymmetric Information Theory and Polycentric Governance Theory provide a theoretical foundation for rural domestic sewage treatment.(2)The paper analyzes relevant policy of rural domestic sewage treatment in Hebei Province.Based on the general model of environmental policy analysis to determine the assessment principles,and conduct the detailed analysis of the policy system,objectives,means,stakeholders’ responsibility mechanism and management system mechanism,respectively.(3)The paper analyzes the whole present situation of rural domestic sewage treatment in Hebei Province.Specifically,the paper selects Baiyangdian of Anxin County in Hebei Province as a case area to study the present situation of the capital investment by relevant departments,the current situation of management system and the mode of sewage treatment.The paper also tries to understand the readiness of farmers’ payment and participation through questionnaire survey,and explore the interest demands of the business entity.At last,concluding the influencing factors of domestic sewage treatment of Hebei Province,which include the first,imperfect laws and regulation,a lack of clear objectives,unsound policy measures and unsound management system,the second,a lack of stable funding mechanism,the third,sewage collection in great difficulty with high cost and a lack of standard and specialized supervision methods,the fourth,inadequate market demand and the lack of intrinsic motivation in market entities,lastly,the low enthusiasm of rural residents in participation owing to a lack of information disclosure and incentive mechanism.(4)The paper conducts comparative research on the experience of domestic sewage treatment at home and abroad.It aims at analyzing the similarity and difference in domestic sewage treatment at home and abroad between typical foreign countries and regions and Hebei Province.And summarizing the experience in terms of the treatment policies,treatment mode and promoting market.(5)Countermeasure suggestion.the paper submits the relevant policy recommendations for advancing the rural domestic sewage treatment in Hebei province as followings.It is necessary and important to improve legal system concerning rural domestic sewage,improve the relevant treatment funds mechanism and information disclosure mechanism,make reasonable choices of governance mode for rural sewage adapted to local conditions,translate government’s responsibility to build a pattern of market-oriented,government guidance and the third-party treatment,as well as establish and improve the cultivation path and incentive mechanism.
