A Comparative Study Of Environmental Policy Tools Between China And South Korea

As an organic part of environmental policy, environmental policy tools are a bridge connecting environmental policy objectives and results, the select greatly influence the effect of environmental governance. At present, facing with the severe environmental conditions, the government had adopted a variety of environmental policy tools to improve the environment. Although certain achievements have been made, but China’s environmental policy tool should be further improved. And South Korea has achieved obvious results in the field of environmental governance, through effective selection and combination of environmental policy tools. So, it is worth us to using for reference.By using the research methods of literature analysis, comparative analysis, this paper introduced Chinese and South Korea’s environmental policy tools and its implementation respectively, on the basis of fully studies of the environmental policy tools and its relevant theories, and then, made the detailed comparison of the two types of environmental policy instruments, the selection process and enforcement mechanisms. Through these study, we found that the two counties have similarities in the type of environmental policy tools, subjects of choice and implement and institutional setting. And also, there are many differences between two countries, like environmental policy instruments choice preference, social participation and implementation safeguard mechanism, because of the differences in environmental management system, decision-making mechanism, and the ability of social governing. China has appeared many shortcomings in these aspects, so we should make improvement.This paper puts forward the following strategies to perfect Chinese environmental policy tools, drawing lessons from South Korea effective experience in the field of environmental policy tool. At first, China should enrich and perfect the three types of environmental policy tools. Second, China should improve the selection mechanism of environmental policy tool, that is, improve the mechanism of decision-making and social participation of environmental policy tool. Third, China should optimize the selection and combination of environmental policy tools. The government should select different environmental policy tools with different situation and make scientific combination according to certain principles. Fourth, China should perfect the guarantee mechanism of environmental policy instruments, through strengthening the legal construction of environmental policy instruments, building environmentally friendly market system.
