A Study On The Environmental Governance Ability Of County Government

The process of urbanization and industrialization has broken the dual economic structure of urban and rural areas,so that the economy of the county has been developed rapidly and the living standard of the people has been greatly improved.At the same time,environmental pollution has also been brought into the vast rural areas,In recent years,"foggy weather" frequently appear,it is time to torture the Government’s environmental pollution control results.At present,environmental issues have become a major issue that restricts the further development of county areas.The test is how to correctly handle the relationship between the environment and economic development,the relationship between governments at all levels and local governments,and the relationship between the various stakeholders is a huge place for the local government of our government.This article discusses from the following aspects.In the first part,the author defines the relevant concepts of the environmental governance ability of the county government,and makes a new interpretation of the environmental governance ability of the county government from the perspective of the governance subject.This paper analyzes the five kinds of governance relations,and puts forward the institutional explanation of the local government’s environmental governance.The deconstruction of the factors is:comprehensive decision-making ability,policy execution ability,coordination ability and co-governance ability.The second part takes Hubei province ecological demonstration county-Jingshan county as the sample,carries on the elaboration to the present situation,the policy measure,the implementation effect and so on the environmental governance in this area,deeply analyzes the county government environment management pattern,through the regional environment Governance difficulties,such as the implementation of environmental protection policy is not in place,lack of capital investment and a series of practical situation in-depth analysis,found that complex governance relationship is an important factor restricting its environmental management capacity and behavior.In the third part,the author puts forward some countermeasures and suggestions on how to improve the environmental management ability of the county government on the basis of theoretical interpretation and case analysis.In order to implement the relationship between the government and the government,The effect of environmental governance protection,the county government should adopt the cross-sectoral democratic consultation mechanism,democratic participation mechanism,diversified policy tools,regional coordination and cooperation mechanism,multi-center governance mechanism and so on,from different angles to improve the local government’s environmental management capacity.
