Dalian Bonded Fuel Depot Risk Analysis And Safety Assessment

Dalian PetroChina International Co.Ltd bonded oil depot was founded in 2005 December.It is located in Dalian City Dagushan Peninsula,belonging to the Dalian Development Zone of the new town.The distance between it and downtown of Dalian city is about 25 km.the depot is around the national oil reserve base,the oil tanks of South Sea,Terminal railway line and Dalian international petroleum reserves(three phase).The location of the depot is quite special and important.Due to the special geographical location and large amount of oil,the depot will bring very serious consequences if fire,explosion,pollution and other accidents occur.Therefore,this article selects sevral risk analysis methods including safety check list,the explosion risk assessment and HAZOP to identify and analysis the main hazards,the related risk mode and the possible consequences.This paper presents the risk assessments of the oil depot from the qualitive and quantitative aspects,which can predict the safe level of the depot and compute the consequences of the fatal accidents such as explosion and leakage.Some risk reduction measurements are put forward for the management decision in engineering based on the results of risk assessments.
