Study On Environmental Impact Follow-up Assessment Of Industrial Parks

It has been accepted that the planning environmental impact assessment(PEIA)has critical role for the sustainable development of the industrial park.However,as the core of PEIA,the development of the follow-up assessment is very slow,and the follow-up assessment case at home and abroad is few.Consequently,after summarizing the related theory of follow-up assessment,here an effective method is proposed for the follow-up assessment,and further verify its rationality and effectiveness by taking the East Food Garden of Longyao county,in Hebei,as an example.Compared with the period of environmental impact assessment(EIA),the company numbers and infrastructure construction of the East Food Garden industrial park have been significantly improved nowadays.However,environmental impact follow-up assessment of industrial park hasn’t been performed from the period of EIA.Therefore,it is necessary for the industrial park to conduct environmental impact follow-up assessment in the condition of new planning announcement.The evaluation method proposed in this study includes three aspects.Firstly,the present situation and existing problems of the environment of industrial park were summarized and analyzed,by exploiting a combined method of data collection,site survey and status monitoring;secondly,a retrospective assessment for industrial park’s planning already implemented were carried out,based on the information of current situation and environment observation;thirdly,the environmental impact analysis and evaluation for industrial park’s long-term planning to be implemented were conducted,and finally suggestions for planning adjustment were gived.Through the follow-up assessment of industrial park,not only the rationality and effectiveness of the evaluation method we proposed were validated,but also the right direction for the future development of the industrial park were provided,as well as some valuable insights for related projects.
