Research On The System Of Environmental Impacts Assessment For Planning Activities By Application Of The Public Choice Theory

The EIA,especially the EIA for planning activities has been regarded as a “valve” for intervention and control of environmental pollution from the source.But problems such as impracticability,corruption are destroying the “valve”.The EIA for planning activities now is becoming a hindrance to preventing pollution radically.A series of pollution incidents caused by the EIA for planning activities,such as Xiamen PX project,the pearl river delta Petrochemical relocating,citizens of Shenzhen combating building garbage dump in Longgang and chemically tainted Changzhou foreign language.These pollution incidents force us to think deeply: What happened about the EIA for planning activities? How can we improve it?Public choice studies apply the method of economics to politics,analyzing subjects' behaviors and market operation in politics,which affords unique perspective for making political decision.And the keywords of the unique perspective are “stakeholder” and “exchange”.This paper applies the unique perspective to analyzing the process of the EIA for planning activities,and then gives suggestion from the view that all stakeholders should participate in the process of the EIA for planning activities fully.
