The Research On Provincial Haze Governance From The Perspective Of The Synergistic Governance Theory

In recent years,China has been affected by the smog,making people living under the dome,covering the beautiful Chinese construction with a layer of haze.Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China has done a lot of top-level designs of environmental protection,especially the "thirteen five" plan put forward higher requirements of a comprehensive management of the environment and the construction of "sky blue net" beautiful.To improve the quality of the environment as the core to solve the problem of ecological areas as a breakthrough,to increase environmental protection efforts to improve resource utilization as the starting point to coordinate the construction of green China as the goal.The governance system and the governance capacity of the modern construction has risen to the national strategic level,"governance" to become the new era of deepening reform of the key word.The entire social management model gradually transits from the "administrative" to "social governance" leap.Under the dual role of realistic needs and theoretical guidances,the solution of the social problem is no longer a single subject and a single model can be achieved.The synergistic governance theory which developed from the synergy and governance becomes an important and practical problem analysis method and theoretical research tool which can be effective adapted to the changing environment and can effectively resolve the current haze governance difficulties because of its governance the diversity of objectives,the diversification of governance,the network of governance structure,the humanization of governance content,and the cooperative characteristics of governance system.Jilin Province as a national heavy industry base and important commodity grain base has its unique character of development.It is currently in a critical period of economic transformation and upgrading,many atmospheric environmental problems which need effective governance appear.In this view,this thesis takes synergetic governance as the theoretical basis and takes Jilin haze as the research object to explore the optimal path selections of provincial haze managements.This thesis is divided into five parts,and the first chapter to the fourth chapter are the main contents.Combing the theoretical basis of synergetic governance and the process of managing haze through five chapters,this thesis starts from the perspective of synergistic governance and upholds from the different stages of haze pollution control to explore an effective haze governing path.The first chapter starts from the definition of the basic concepts,combs out the related concepts of haze and synergetic governance and the guiding value of collaborative governance theory to the practice of haze.The second chapter analyzes the main characteristics of haze pollution in Jilin Province,the current governance process and the difficulties and problems in the process of haze governance,and provides supports for the following study of the article.The third chapter systematically analyzes the causes of the difficulties which are caused by a number of factors,including the wrong idea of the main governance concept,the unclear responsibility,the imperfect legal measures,the inability of the fiscal and taxation protection,the unreasonable industrial structure,the shortage of warming mechanism.In the fourth chapter,from the different stages of haze pollution control it proposes the optimal path selections of provincial haze pollution control.Before the occurrence of haze pollution,it is necessary to keep the warning and monitoring all the time.After the haze pollution a deep reflection is necessary,from the legal and taxation key point,to further optimize the upgrading of industrial structure,reduce pollutant emissions and explore the green economy.To achieve the long-term management of haze,a regional synergistic defense joint controlling and the formation of an organic governance system within the region are needed.From the inside and the outside of the system,the two dimensions,to clarify the responsibility of the main governance,to play a variety of governance measures synergies,and ultimately forms a long-term mechanism to control the provincial haze.
