Study On The Haze And Fog Governance In F City From The Aspect Of Gerry Stoker’s Governance Theory

Haze and fog pollution is a new air-pollution phenomenon caused by physical and chemical elements. Large parts in our country suffered from the haze and fog pollution since 2012 to different degrees, which had bad effects for economical development, and undermined the health of residents in a mental and physical way. Therefore, the haze and fog governance should be valued to a high level, because it is the basic step for governing the air-pollution. Haze and fog governance is also a world-wide issue, because western industrial countries had already suffered from the tragedies brought by haze and fog while developed and searched the approaches to govern. In the certain cities around our country, effective legal and technical ways for haze and fog governance have been developed. However, methods should be increasingly explored and perfected. The essay applied the governance theory into the issue of haze and fog governance to study the problems in the F city, to analyze the reasons and put forward the corresponding countermeasures, expecting to offer some conference for haze and fog governance in The F city.The essay contains five parts. The first part is instruction, including the background and significance of research, domestic and overseas literature reviews, the unique feature and innovation place as well as the research method. The essay has utilized the method of documentation research,the demonstration combined case analysis method, as well as questionnaire method. The second part is the explanation of the concept and reviews of theory defining the haze and fog as well as haze and fog governance, explaining the Gerry Stoker’s governance theory. The third part is the explanation of the issues, to demonstrate the basic situation of The F city, the degree of haze and fog pollution and governance, and the problems appeared during the governance,such as the lack of transparency of information publication, lack of agreement from citizens, lack of citizens’ participation, and shortage advanced techniques. The fourth part is analysis on the reasons of the problem mentioned in the third part from the perspective of Stocker’s governance theory. The fifth part is to offer suggestions of specific countermeasures of haze and fog governance in the F city.
