Study On Farmers’ Paricipation In Poyang Lake Area Based On Public Choice Theory

Poyang Lake wetland is one of the important international wetlands,Jiangxi Province to protect the Poyang Lake wetland,earnestly implement the ecological compensation work,and promote ecological civilization has made a lot of efforts.As a comprehensive mechanism,ecological compensation relies on many related departments such as environment,forestry.agriculture and water conservancy,as well as various complex interests groups,such as compensation subjects,compensation objects and ecological coordinators.In the view of public choice theory,ecological compensation will have different effects on the policy making or decision-making of ecological compensation mechanism.In turn,this effect will be affected by the implementation of policies to various interest groups.The redistribution of interest among different groups determines the participation of the farmers in ecological compensation,which is one of the vested interest groups who rely on ecological resources for a long time.The participation of peasants in ecological compensation policy also determines the ecological.Whether the compensation policy is moving in the direction of its policy formulation.Specifically,the participation of peasants in the Poyang Lake area directly affects the coverage of the ecological compensation mechanism in the region,thus affecting the ecological construction and environmental protection of the whole Poyang Lake area.This paper takes the implementation of ecological compensation policy of Poyang Lake as an example,analyzes the situation of farmers participating in ecological compensation,and uses the knowledge of public choice theory to analyze the problem of farmers’ participation in the formulation of ecological compensation policy,and puts forward solutions.In the policy of ecological compensation,the problem of farmers’ participation is not only a matter of public participation,but also a problem of farmers.The peasant household has more specific color in the process of public choice,and also has the tendency of free-riding.Some of the views on these issues and views worth learning from.On the one hand,the "economic man"hypothesis,the preference display mechanism and the collective action theory provide enlightening ideas for strengthening farmers’ sense of participation and enhancing their participation ability.On the other hand,the public choice theory on interest groups Theory,and its research on political decision-making and rules in reference to improve the mechanisms of participation of farmers and optimize the policy participation environment there is still room for reference.
