Cross-regional Water Ecological Compensation Mechanism Research

The water ecological environment is an ecological system with a high correlation between upstream and downstream and a strong overall.In this sense,the protection and construction of water ecological environment needs to take the entirety of the river basin as a whole,coordinate the upstream and downstream administrative bodies,break through the traditional administrative region limits,establish a cross-regional water ecological compensation mechanism,and coordinate the ecological protection and conflicts of interests between the trans-regional regions through incentive mechanism,coordination mechanism and profit-driven mechanism,and finally realize the common goal of protecting water ecological environment.According to the report of the communist party of China(CPC),the construction of ecological civilization is the millennium development plan for the sustainable development of the Chinese nation,and the concept of the green mountain is the one that must be established and practiced.The 2018 constitutional amendment also codified the concept of "coordinated development of ecological civilization".However,China's current status of a whole basin artificially divided by administrative regions,and different administrative areas based on their rational thinking often makes itself into the "prisoner's dilemma",it is difficult to form effective cross regional cooperation and lead to the upstream water source protection can not get effective incentive,downstream based on "free rider" in the mind also too lazy to compensate the embarrassing situation.To break the existing pattern of cross-regional water ecological compensation,need to watershed integrity as a starting point,watershed management way out of the current local government split type,basin's consultation cooperation between upstream and downstream,implementation of the whole basin "" interests both enjoy,Shared accountability.On the basis of existing research at home and abroad,this paper carefully from compensation subject,compensation,compensation standard and so on research the existing in the current China's four big cross-regional water ecological compensation model(fiscal transfer payment compensation mode,cross-regional cooperation between the government compensation mode,fiscal transfer payment and cross-regional cooperation between the government compensation mode,combining the folk spontaneous compensation mode)existing in the real practice and their respective limitations and difficulties,analyzed its excellent cross-regional water current existing problems of ecological compensation mechanism,embodied in the following three aspects: one is the cross-regional water ecological compensation mechanism for the operation of the lack of corresponding legal norms;Second,the consultation and cooperation mechanism between the upstream and downstream administrative bodies is not perfect;Third,citizen participation is not high.Through using the domestic Weihe river basin,a successful cross-regional water,such as Xinan river basin ecological compensation model,and absorbing the successful experience of foreign relevant river basin,I put forward the following Suggestions,in order to promote the perfection of cross-regional water ecological compensation mechanism in China: first,perfect the cross-regional water ecological compensation mechanism of legislation,from the aspect of unified national relevant specification and promote local legislation from two aspects as the gripper;Second,we should improve the mechanism for consultation and cooperation on cross-regional water ecological compensation,build a corresponding ecological compensation coordination meeting and joint meeting system,and stress the establishment of a cooperative relationship based on administrative agreements.Thirdly,we should improve the public participation mechanism,strengthen the public transparency of relevant ecological compensation information,expand the channels for public participation in ecological compensation,and make corresponding water ecological compensation education publicity work.Fourth,establish the corresponding third-party monitoring and evaluation mechanism...
