Study On The Mechanism And Countermeasures Of Rural Environmental Governance In Taizhou

With the rural environmental problems become increasingly prominent,the rural environmental governance has attracted extensive attention from all works of life,and the attention and work of the government on the rural environmental governance are more and more emphasized.Combining the existing problems in the process of environmental governance in the rural areas,to put forward feasible mechanisms and countermeasures will be conductive to improve the quality of rural environment,alleviate rural environmental pollution and boost rural economic development.This paper starts with the concept of rural governmental governance and focuses on the three major theories of socialist rural new construction,sustainable development and urban and rural development,thus drawing upon the current situation of rural environmental characteristics through comprehensive analysis.Selecting the rural areas of south of Jiangsu,Wenzhou,South Korea,Europe and other places and analyzing comparatively their typical models of environmental governance to summarize four common enlightenment as the organization and promotion of the government,the support of public finance,the implementation of governance and the behavior guidance of the masses.Combined with the status of rural environmental governance in Taizhou area,to analyze deeper and thoroughly the reasons of existing problems and put forward mechanisms and countermeasures of improving the rural environmental governance in Taizhou area.Namely,to establish collaborative mechanism of government governance and peasants participation,to improve the governance and daily long-term mechanism of the management,to innovate the mechanism of multi-channel input of the management fee,to establish environmental governance evaluation and supervision mechanism and increase the intensity of rural environmental protection law enforcement,to operate self-restrain function of the rural regulations,to set up public communication platform of environmental governance,to optimize hardware facility conditions of the environmental governance,to explore the way of environmental governance project outsourcing and to promote mechanisms and countermeasures of green upgrading and transformation of traditional industries.In this paper,the way of literature analysis and case analysis are used to study the improvement of rural environmental governance mechanisms and countermeasures in Taizhou,in order to provide assistance of both reference value and practical significance to the environmental governance of Taizhou area and other rural areas of China.
