With the increasing of social economy, the global pay more and more attention to ‘low carbon',and many countries have begun to implement the carbon tax to carbon emissions. Therefore,in the future,no mater consider economic or environmental considerations,we must get more attention to carbon emission factors in various fields problems in the social development.Transportation industry is one of the ‘ten key industries' in our country,so develop the low carbon transport is necessary.Along with the increasing of transportation demand, the single mode of transportation has become unable to meet the requirements of transportation optimization.According to the research shows that the combined transport is an environmentally friendly mode of transportation,it can effectively reduce the enterprise's transportation cost, reduce transport carbon emissions and shipping time, and improve the quality of transportation. So strengthen the use of combined transport can effectively reduce transport carbon emissions, pollution and alleviate the greenhouse effect.Taking into account the low carbon transport and the future of carbon tax policy background,in this paper, according to the practical conditions of our country, considering the carbon emissions and cost factors comprehensively,a mathematical model of low carbon combined transport path optimization is proposed according to consider the cost of carbon emissions by introducing a piecewise progressive tax mechanism. This paper 's ma in research content is shown below:Firstly, this paper puts forward the keys of the study,on the basis of a summary on the domestic and international achievements and shortcomings about the theme, and then, reviews the related literatures at home and abroad, sets the unit of transportation cost, transshipment cost, carbon transport emissions and carbon transship emissions etc in combined transport in different mode of transportation.converts carbon emissions in the process of combined transport to the carbon cost by introducing a piecewise progressive tax mechanism, lays a foundation for the establishment of model in the next step.Secondly, the paper on the basis of considering constraints of time limit, proposes the strategy of soft time windows, adds the time penalty function and establishes a model of the minimum total cost target and a model of the minimum total carbon emissions target for the combined transport path optimization respectively. And then, combines with the above models, this paper establishes a model of the minimum total generalized cost for low carbon combined transport path optimization, designs the genetic algorithm coupled with Dijkstra-K shortest-paths algorithm to solve the model by using the Matlab software. Finally,an example analysis was given to verify the validity of the low carbon combined transport path optimization model based on cost analysis and feasibility of solution method. And then, discusses and analyses the effectiveness of piecewise progressive tax mechanism by using the freight enterprise's actual data,it can provide a certain reference significance for making transportation enterprise's combined transport path and mode choice decisions in the future.
