Study On The Third Party Governance Mechanism Of Basin Water Pollution In China

The fail on the governance on basin water pollution is not only closely related to the extensive growth mode and the metaphase of industrialization but also the inefficient governance mechanism for a long time.Compared with the traditional governance, the third party governance as an effective means for basin water pollution governance has a significant advantage.Conforming to the trend of energy saving, environmental protection and green development establishing the innovative ideas of " polluter-pays, professional-governance " innovative ideas and implementing and improving the third party governance mechanism of basin water pollution have an important significance both in theory and reality. Firstly, this paper gives the definition of "the third party governance enterprise" and "the third party governance of basin water pollution" and combs the three characteristics of the third party governance enterprises and the five basic essentials of the third party governance of basin water pollution. Secondly, this paper compares each operating mode of the third party governance of basin water pollution and analyzes the dynamic mechanism, investment and financing mechanism, risk prevention mechanism of it with the guide of the theory of public goods, externality theory, specialization theory and principal-agent theory. Thirdly, this study analyzes the shortcomings of traditional governance mechanisms in-depth and the policy development of the third party governance of basin water pollution then makes relevant recommendations combining with foreign experience and domestic situation.
