A Spatial Analysis And Investment & Financing System Reformation Study For The Water Environment Pollution Prevention And Disposal In Shanghai

Shanghai with dense river net is abundant of water resources. However, with the rapid development of social and economy, the situation of the water environ-ment pollution is becoming worse and worse.it influences the new development of Shanghai severely. Therefore, It seemed to be particularly urgent to strengthen the space study of thewater environment pollution, enhance the disposal of water poll-ution, reform the current investment & financing system for witter environment protection facilities, and search for the new market operation ways of the system.In chapter 1, this dissertation analyses and evaluates the resources of water, and draws conclution as follows: Shanghai is a typical" water-qualty-type" short of water city.In chapter 2, the author analyses the regional distribution of the water environment pollution, which shows the law that water pollution in the center city zone, town, development areas and their surrounding areas is worse than that of suburb. In chapter 3, the text discusses the importance and urgence of the water p-ollution disposal in terms of envirnemental and ecomonic effects. In chapter 4, the author describes the construction and benifit of several big projects, forcasts the drainage volum of the waste water and puts forward the spatial plan for the water pollution disposal. In chapter 5, based on the theory of public product, the author analyses the economics means of the water pollution prevention and disposal and brings forward the reform tendency of the investment & financing system in the future. In the chapter 6, after analysesing the disadvantage of the traditional invest-ment & financing modes, the author expatiates the operation principle and applica-tion of several important new investment&financing modes such as TOT, BOT. In the last chapter,in order to resolve the problem existed in the current investment & financing mode, from the region aspect, the author puts forward some market operation strategies and thoughts, including using the ways of administration gov-ernance and" prescription-agriculture" to contral cuntry water pollution, chosiag the methods of the cession of waste water drainage right and BOT mode in those relativly indepent region such as new urbans, new development areas and center towns, practising the means of individual-hoding-stocks and TOT mode to cany out market operation in center city zone.
