Analysis On Mechanism Of Cooperation In Pollution Prevention

China's water environment problems caused more and more attention, the governance of water environment needs of regional cooperation mechanisms. Establish and improve inter-SAR cooperation governance mechanisms, is the basis of China's water pollution control and environmental protection system. The outbreak of cyanobacteria in Wuxi Taihu Lake 2007 shows many problems in management of water environment governance mechanisms. In this paper, the author take the example of cooperation between wuxi and Suzhou, in management of water pollution prevention in Taihu Lake, depth analysis the procedure of cyanobacteria incident and cooperation between wuxi and suzhou in management of water pollution. Use relevent Theory to analysis the status of water pollution in Taihu Lake Basin, regional cooperation in governance issues, cooperation in water environment governance and principles should be followed. Our found that the only way to make Region cross-Administrative of the water pollution issue effectively is establishing a good mechanism of cooperation. Establishing good water pollution control cooperation mechanisms, including a mechanism for joint monitoring of water regime, water pollution control mechanism for information sharing, joint enforcement mechanism, a common ecological compensation mechanism and accountability mechanisms. Of course, water pollution control cooperation mechanisms for the establishment can not be accomplished overnight, the system need to be tested in practice and continuous improvement in practice.
