One of the "twelfth-five" plan important goals is improving the efficiency of airlines carbon emission reduction. The high-using of energy is one of the core elements for us to response to the EU ETS and international climate change negotiations. In terms of the fact that carbon emission reduction in air transport is a multi-input and multi-output problem, it is difficult to evaluate through one or some factors. Based on the operating conditions of airlines, evaluation indexes system is selected by analyzing the factors of evaluation and a model of DEA is built.Firstly, carbon emission reduction environment and theoretical knowledge of the efficiency evaluation are introduced in detail, including the concept of carbon emission. The work of energy conservation and emission reduction is extremely urgent, and the evaluation of the work is important.Secondly, a suited method is chose to evaluate airlines carbon emission reduction. The measures, which are adopted to airlines, are classified. According to the evaluation methods of efficiency evaluation, an advisable way to assess carbon emission reduction is found, DEA.Thirdly, referring to the rule of evaluation indexes and the current situation of airlines, the evaluation indexes system is chose. Then, a model of DEA is put forward. There are some disadvantages with traditional DEA and cross efficiency, so an improved model is raised.Finally, according to the improved method based on DEA, the carbon emission reduction conditions of Chinese airlines in 2011 are evaluated. After the verification, this method can make full use of the evaluation. Combined with traditional DEA and cross efficiency, the improved model of DEA is more suitable for the evaluation carbon emission reduction of airlines. The stability of the result is improved and all the DMUs are ranked.
