| At present,China has set up a number of carbon emissions trading pilots.However,a unified and effective carbon emissions trading system and the evaluation system still not form,and researches on the importance of each index in the system was few.Based on the current situation of domestic and international carbon emission trading,this paper analyzes the basic conditions of the carbon emission trading system,and constructs the three-dimensional gradient index system framework of indicators that includes the target layer,criterion layer and index layer from the four aspects: policy effectiveness,regulatory effectiveness,marketization degree and carbon emission reduction technology innovation.Then Network analysis Process(ANP)is adopted to analysis the degree of importance and the inter-index between the indicators.The results show that:(1)The weight of policy,regulation,the degree of marketization and carbon emission reduction technological innovation were 0.34,0.25,0.24 and 0.17 respectively;(2)Through the questionnaire survey,it was found that the indexes of each index layer have certain relevance.The sub-indicators affect each other,for example,the weight of public awareness of low-carbon,carbon emission information publicity of the masses were: 0.56308,0.11178 and 0.32514 respectively.They representative the contribution values of the three sub-indicators to the criterion-level indicators.At the same time,the influence order of each sub-index is: Law Enforcement> Carbon Disclosure> Public awareness of low carbon.In addition,the contribution values of law enforcement efforts,public disclosure of carbon emissions information and public awareness of low-carbon awareness to public awareness indicators for policy effectiveness were 0.69552,0.22905 and 0.07543 respectively.(3)From the calculated global weight of each index,the first three were law enforcement,the price of “CO2 product” and the disclosure of carbon information,the weights were 0.250154,0.212727 and 0.144447 respectively,indicating that the carbon emissions trading system in the establishment of these three aspects of the work will achieve significant results.(4)The ANP method is used to construct the network-based index system,and the traditional evaluation model is improved,which makes the evaluation model more in line with the complexity of the real system.The establishment of carbon emission trading market is conducive to carbon emissions reduction in the power industry.And through market-oriented game analysis in this system,it is in favor of the currency of China’s “CO2 products” to verify the effectiveness.Based on the above research,this paper analyzes the uncertainty of regional CO2 emissions,CO2 treatment cost,and the target power generation of each power plant.Then the coordinated development model of environment-economy in regional power generation was proposed on the basis of Interval Parameter Programming and Two-stage Stochastic Programming.The objective function was Net generation of regional power generation considering whether there was a carbon emissions trading.The results show that:(1)Under the different carbon emission reduction targets,the net income under the carbon trading mode is higher than that under the non-trading mode,which proves that the carbon emission trading is conducive to the environment-economy coordinated development under the regional carbon emission reduction target.(2)The carbon emission trading is conducive to the enterprises to propose effective carbon reduction programs,allocate carbon emission reduction technologies reasonably and predict potential for carbon reduction.(3)Calculating the carbon trading volume of the enterprise through the model could help the decision-makers to formulate the quota allocation plan of carbon emission right,increase the Liquidity of “CO2 products” and improve the carbon emission quota management system.This paper provides a theoretical reference for the establishment of a scientific and effective carbon emission trading system through the study of the interlinkage of the carbon emission trading system evaluation index.The paper constructs a model of regional economic-environment collaborative development under different scenarios,which could provide scientific basis not only for the decision-makers to allocate carbon emission rights,but also for enterprises to select carbon emission reduction technologies reasonably. |
