The Analysis Of Difficulties And Countermeasures On Grassroots Environmental Protection Department Work

Since reform and opening up,China's economic society has been surging rapidly, meanwhile we have made plentiful achievements on economic construction, also it brought us huge eco-environment problems, which not only concerns the public health, but also relates to the economic development and social stability. Improving the environmental quality has become an urgent affair, which are a demand of government and an aspiration of society. To improve the environmental quality of China needs each grassroots government to do positively, take up the territorial responsibility feasibly, guide actively, and create an atmosphere that the whole society work together to improve the environment.In this thesis, Yuhang district of Hangzhou is selected as a sample for discussing the grassroots work of eco-environment protection. A specific analysis will be made on its current situation of working responsibilities, mechanism and effectiveness, and to analyze the causes behind such a phenomenon of poor environmental quality on surface water and air. For instance, weak infrastructure, inefficient supervision and hard work of environmental permits and hazardous wastes management exist in environmental professional management; and from the public management of environmental protection, the responsibility investigation has big risks, the top-level structure and system are imperfect, and the environmental protection consciousness of the whole society is not strong. Then, some corresponding countermeasures will be suggested in this thesis, to perfect the top-level structure from the laws, regulations, policies and standards etc. so that to make it more scientific and reasonable; working for strict law enforcement so that to perform the top-level structure in place; straightening the internal working mechanism so that to improve the work efficiency; strengthening the public participation so that to incorporate all the social forces into the eco-environment protection. I hope the exploration and thoughts in this thesis would give the environmental workers a reference as a sample.
