Responsibility Of Eco-cultural Perspective Of The Grassroots Environmental Protection Departments

With the rapid technological progress, mankind has created unprecedented material wealth, but also caused severe environmental damage and resource depletion, human living environment facing an unprecedented crisis. So, the issues about environment and development have become a major common concern to the international society. In the process of modernization, China is inevitably to encounter the great challenges from environment and development. No way out without development, but the development based on expense of the environment will also go astray. The establishment of ecological civilization gave light to the crack problem of both economic development and environmental protection, which also make environmental protection a powerful national policy. Ecological civilization advocates a harmony and unity among nature, human and social environment, related to the fundamental interests of the people, the overall situation of building a moderately prosperous society, social harmony and the country's long-term stability. Environmental protection departments, the main forces in building the ecological civilization, are expected to have the responsibility and glorious mission. Grass-roots environmental protection departments belong to the environmental protection system, but they have some particular characteristics. Focus on grassroots environmental protection departments, the "green field" at the forefront, where the difficulties gather, because the realization of its responsibilities directly related to the effectiveness of ecological civilization.this paper, centered on Research on the Responsibility issues of grassroots environmental protection departments in the horizon of Ecological civilization,will illustrate these questions from the following four parts:The first part, ecological civilization, and an overview of grass-roots environmental protection department responsibilities, first explaining the background of ecological civilization and its connotation, then defining the concept of grass-roots environmental protection department responsibilities from the start of China's environmental management system, and then analyzing the internal relations between the ruling concept of ecological civilization and grass-roots environmental protection department responsibilities ;The second part, exploring the responsibilities of the grassroots environmental protection departments under the perspective of eco-cultural from the multi-dimensional aspects, which includes the role, characteristics, nature and content of responsibility. First discussing the role of responsibility, followed by summarizing the characteristics of the four areas of responsibility ,which are political and economic; public and public welfare; full and comprehensive property, and then analyzing negative and positive responsibilities, finally focusing on the content and contact among the political responsibility, legal responsibility and moral responsibility.The third part, the causes of the grassroots environmental protection departments'responsibilities absence in the horizon of ecological civilization. The four aspects are as follows: Responsibility for the deviation of ideas; lack of capacity-building responsibilities; legislative level responsibility defects; institutional mechanisms responsible not smooth.The fourth part, the choices of paths for the grassroots environmental protection departments to achieve their responsibilities, which covers four aspects: sense of responsibility for the cultivation of loyalty is the basis for the realization of responsibility; binding mechanisms and supervision system provides an effective guarantee for the responsibility of implementation; the implementation of measures is the linchpin upon responsibility; enhance public environmental responsibility.
