With the development of social economy, the quantity of MSW has increased sharply year by year. The shortage of waste treatment land and environment deterioration limits the development of cities. The processing power of terminal treatment facilities can’t meet the needs of the garbage innocent treatment. To improve the city garbage classification rate can not only promote the recycling of resources, but also protect the ecological environment. Since 2000, more and more domestic cities began to try pilot for garbage separate, but there is few successful cases.This paper first analyzed the different modes of urban garbage separate collection at home and abroad, and carried out summary and conclusion for the recent domestic and foreign scholars about MSW separate collection. There are also some analysis of the necessity to implement the classification of urban domestic waste in China. This paper also have discussed the cause of the low rate of municipal solid waste classification in china. Household waste is the key for the implementation of MSW separate collection for the whole city.This study focus on the residential area, by analyzing the waste generation characteristics to discuss the reason of waste classification dilemma. Also attempts to establish the waste classification evaluation index system, and combining the entropy weight and matter element model, taking Dongguan city as the research object, to verify the scientific and reasonable of the index system. The result reveals that the classification of resident waste in Dongguan should be kitchen garbage and other garbage.
