| Mapping geographic information is an early and fundamental work for the national economic construction and social development,it had been widely used because of actually use,basic,widely in all walks of life in ancient China and is ancient legend,It has played an increasingly prominent role in promoting economic and social development,guiding the government’s scientific decision-making and improving people’s livelihood.Surveying and mapping geographic information in the 21 st century,especially in the engineering construction,national defense construction and government decision-making,plays an important role on the people of the basic life,also including provide specialized map data,basic geographic information data,real-time location information and other important data for each department.In countries around the world,the geographical information of surveying and mapping is increasingly concerned,and many countries have established specialized surveying and mapping geographic information organizations to perform surveying and mapping geographic information work,and the fields of services have been widened.The industrialization of surveying and mapping information becomes more and more important with the help of the government departments.As The Eighteenth National Congress of the Communist Party of China put forward “streamline administration and delegate power to the lower levels”,surveying and mapping functions of geographic information industry is undergoing a transformation,light light supervision,management and review by the past turn into heavy supervision and service,and light for examination and approval.Compared with old functions,surveying and mapping geo-information industry needs more scientific supervision.The comprehensive analysis of the management of geographic information industry under the view of public governance is beneficial to help the geographic information industry to develop a more comprehensive and healthy direction.This study was taking Yichun city in Jiangxi Province as an example,this city was the first complete name and function of geographic information bureau of surveying and mapping transformation prefecture,as well as the independent research and development of "digital Yichun" geo-spatial framework also won the national title of honor demonstration of digital city,mainly introduce from the transformation of administrative function,industry management experience and results analysis of three aspects,the management of surveying and mapping geographic information industry need to establish clear goals,straighten out the systems and mechanisms,information management of the competent department of the upgrade,reasonable and efficient organization,etc,and puts forward to the department in charge of supervision,auxiliary industry association,qualification unit self-discipline ternary management mode.Through to the transformation of administrative function of Yichun city in recent years,analyzes the effect and experience of the industry management research,that we should increase the pipe discharge clothing service reform,promote the transformation and upgrading,promote the cause of surveying and mapping geographic information unified,standard,geographic information public service platform specification,breaking the geographical information data island with the status quo,in order to provide scientific basis and policy ideas for building surveying and mapping industry information services and development. |
