With the rapid development of China's highway infrastructure,modern highway transportation in driving socio-economic,convenient for people to travel,it also brings some problems,such as heavy traffic congestion,major accidents such as frequent.In this paper,highway emergency management system for the study,combined with the current development of highway information management system based on GIS study highway emergency management information system(GIS)technology.GIS is a computer hardware and software support,using geographic model analysis,the timely provision of a variety of spatial and dynamic geographic information,geospatial database and information to achieve collection,storage,management,description,query,analysis of technical systems.This paper focuses on relevant content based on GIS technology highway emergency management information system were studied.From emergency management information system model,requirements analysis,system design goals and six level framework,the main function modules and systems business processes on the highway emergency management information system based on GIS constructs were analyzed detailed study.According to the function module of the system,collect relevant information and data,then these data sorting the establishment of a database management system.Then build system three key technologies(highway emergency rescue and emergency resource location,route optimization and rescue,emergency management resource scheduling)theoretical analysis and verification.Finally,using the C#language and staffing management system interface,management system in Visual Studio main function modules:emergency scene View module,query module contingency plans and rescue resources to optimize the query module,accident Summary module.
