The western Liaoning of China is a world-famous cradle of the Late Mesozoic Jehol Biota,which would certainly be the first in the world due to great variety and large quantity of Jehol Biota.The Palaeontological fossils here are one of the most precious world natural heritages in the world.Since the Palaeontological fossils are formed during lengthy geological time,and almost all of them are the remains and traces of organism,which has a very complicated evolutionary process.These nonrenewable precious geographic relics may help people understand clearly about the birth,growth and extinction process of those organism,which makes those fossils have a very high value of scientific research,popular science,appreciation and collection.Chaoyang City lies in the interior of Liaoning Province and it is the main site of survival and evolution of the Mesozoic Jehol Biota.The fossils here are still kept very fine and delicate now,not only including the feathers of dinosaurs,birds,pterosaurs and mammals,but the soft tissue structures of many creatures,which have become a world-class trove of fossils.The world's first bird "Sinosauropteryx" or"Chinese Bird Lizard" took off here and the world's first flower "Archaefructus Liaoningensis" bloom here.Chaoyang's fossils include the early Cretaceous Terrestrial fossil in many categories,variety and large number in Paleontology has great scientific value,therefore protected is significant.Based on research of the fossils in Chaoyang of Liaoning resources,we have preliminarily got an idea of the species,distribution and development of the fossils.Herein this article,the author illustrates,from the perspective of public management,the content of government responsibility in protection of fossils,analyses the efforts and deficiencies in protecting the fossils made by Governments at all levels,and at the same time,puts forward some suggestions for improvement in fossil protection.The content is divided into four chapters,and the details are as follows:The first chapter mainly illustrates the species,distribution and development situation of Chaoyang 's fossils through investigations.The second chapter is concerned about,from the perspective of public management,the clear main contents of government responsibilities in protection of fossils.The third chapter focuses on interpretations of present situation on protection of fossils.Responsibilities and lack of responsibilities of the government are mentioned in this part,together with a detailed analysis.The fourth chapter proposes some specific recommendations for improvement due to deficiencies which has been mentioned above.
