Study On Evaluation Index System And Evaluation Method Of Comprehensive Renovation

Bay area is an important area which contains abundant resources and active economic activities,and where the interaction between land and sea is much active.With the development of economy,the development and utilization of the bay are more and more intense,and the pressure on the bay environment grows fast.In order to ensure the sustainable development of the economy,the State Oceanic Administration released "Some Views on the Repair and Protection of Coastal Zones ",that pointed out that “to further strengthen the work of rectification,repair and protection of coastal areas,to enhance environment and ecological value of the coast,to strengthen the supporting to the development of marine economy”.With the process of renovation and protection of coast zone,the management work is facing the lack of scientific and systematic evaluation technology.It is urgent to put forward a systematic and normative evaluation index system and a scientific and rational evaluation method to make a scientific,rational and comprehensive evaluation of the effect of marine rehabilitation.The emphases of this paper include the following aspects:1.This paper selects the Wuyuan Bay,Anhai Bay,Maowei Bay,threecomprehensive renovation projects.This paper introduces theimplementation and achievement of comprehensive renovation project fromfour aspects: regional survey,regulation background,regulation content andregulation effect.2.This paper provides a comprehensive evaluation of dredging projectremediation system from 8 aspects: spatial scale,hydrological environment,sediment environment and sediment quality environment,water environment,ecological environment,landscape environment,economic and socialbenefits.3.Through the detailed introduction,contrast and analysis the advantages anddisadvantages,construction steps and model concept of various evaluationmethodology,such as AHP,fuzzy comprehensive evaluation method,greycomprehensive analysis method based on relational grade,this paper introduces the new comprehensive evaluation method based on the grey relational grade and introduces this method's principle,modeling steps and calculation method.4.This paper selects Anhai Bay dredging comprehensive renovation program as an example,considering 8 aspects,for example,spatial scale,hydrological environment,sediment environment and sediment quality environment,water environment,ecological environment,landscape environment,economy,social factors.In view of the characteristics of the project,this paper selects current availability indexes,and applies fuzzy comprehensive evaluation method based on the grey relational grade to the pre-evaluation of the 5 schemes of the dredging comprehensive renovation in Anhai Bay.
