Along with economic globalization, the development of modern society, changing consumer quality, the era of digital progress, and so on, these increasingly changing business environment to survive, It led to the development of modern service industry, and the forefront of innovation.As the word "property" in terms of the tertiary industry also will produce, as an emerging service industry, it has been showing in the People’s Daily life. Over time, the property management service model also gradually formed. Not only inconvenience to owners, tenants, and also restricting the property management industry continues to progress. Residential quarters gradually increased resulting in contradiction of property management services have become increasingly prominent. Therefore, the development of property services contract is essential, modern property management contract system originated in the Britain in 1960 s. Our property management, originated in the Shenzhen Special Administrative Region, the Ministry of Construction promulgated the "new urban residential district management approach", promulgated the "Interim Measures for the urban residential property management service fees",and so on. By the experience of other regions, combined with the actual situation of the JiLin Province, on May 1, 2009 implementation of the " Ji Lin property management approach." These rules and regulations based on the law as the criterion, define the scope of property and services, limiting the responsibilities of property management companies, defined the owners, the owners’ committee, the tripartite relationship property management companies, real property services to ensure a legal basis.However, despite the property management legal system has taken shape, indeed there are still many problems. Property owners and tenants are not comprehensive understanding the concept of property management, which requires that we should further study the theoretical system of property service system, improve the relevant legislative system, strengthen government supervision, improve the realty service contract, standards of property and services, to ensure that the owners equity and property services companies.This paper uses literature research, law and other lessons learned from the six parts of the property management service legal inquiry, and problem analysis and property abandoned pipe conduct legal research, based in JiLin Province, trying to find restrict the property services industry the key factor to resolve conflicts and disputes.
