Property market is a market established for solving the problem that State-owned assets quitting from the competitive domain under the principle of public, fair and justice. Along with the continuous development of the market, a lot of contradiction and conflict between the existing regulatory and legal system and changes of the market has increased, mainly in:Ⅰ, contradiction between diversity of property right and its complexity of trading and the non-precise regulation system.Ⅱ, the contradiction between equality among property traders and non-neutrality of the supervisor;Ⅲ, in compatibility between development of multi-level capital market and equity exchanges existed by relatively closed domestic area.Ⅳ.The contradiction between integrate foresight with property rights market and low-level of supervision legal system. All these conflicts comes to a question that how to rationalize the supervision system of property rights market and how to improve the legal system. The key for answer this question is setting up of an independent regulator and the accurate localization of its function.Whether the supervisor of property rights market should be owned assets management? In other words, whether state-owned assets management suit for neutrality of an independent supervisor? I think the answer is No. An independent supervisor should be set up for exercising independent supervising and managing function :assets and equity trading supervision commission. State-owned assets supervision and administration commission (SASAC) for eliminating a "self-regulation" paradox. As a starting point to gradually straighten out supervision and management system of property rights market, improve the supervision of the legal system so that the market which has great potential of the sub-allocation of resources can have a long-term healthy development, serving for socialist market economy.Historical analysis and comparison of analytic will be used to demonstrate this paper. Sections of the arrangements surrounding the property rights market supervision that the main line to start: Chapter 1, proof of ownership diversity and the need for regulation of property rights transactions involving property rights disputes and to define the concept of property rights and the classification of features such as links demonstration; chapter2, evaluation Property market evolution, the empirical analysis of the property rights market development and regulation of legal norms existing problems; Chapter 3, to a unified regulatory system for the analysis of the background of the property rights market in supervision of the main highlight of the main regulatory neutrality; Chapter 4, with norms Comparative Law and Comparative Law trend analysis independence in order to improve the monitoring of the main property under the guidance of the legal system and market supervision and other capital markets and harmonizing inevitability; Chapter 5, the property rights market supervision put forward specific legal measures and the goal of building a system of property rights in order to test the necessity and feasibility.
