Administrative scope poverty belt around Beijing means 22 national and provincial poor county in Chengde, Zhangjiakou, Baoding, Hebei Province, under the jurisdiction of the three cities. The area surrounding the capital city of Beijing, the location is very special, but the social and economic development is seriously lagging behind in recent years has aroused widespread concern. Take effective measures to change the poverty belt around Beijing backwardness of rural areas,is both central and local government urgent requirement as soon as possible, but also is building a moderately prosperous society in the region and the well-being of the urgent need for people’s lives. The purpose of the paper to study is hope of finding an effective way to the capital of the poor in rural areas with a ring of human resource development, in order to promote the well-off people in the region as soon as possible to become rich, and ultimately achive the harmonious development and sustainable development of the region.Effective development of human resources is an effective way to eliminate poverty in poor rural areas.This paper summarizes the current research in related fields, defining the concepts of the theory of human resource development and human capital theory,development economics, poverty Marxist theory are summarized and comb; through extensive field investigation, analysis the poverty belt around Beijing status and characteristics of human resource quantity, quality and structure of the rural areas, analyzes the main problems and internal and external reasons for existence; from four aspects are analyzed and summarized in Japan, South Korea, the United States, Germany and China,Shandong Province, Jiangsu Province, Guangdong Province of the successful experience of rural human resources development; and through learned from the successful experience of the actual final against poverty belt around Beijing’s rural areas have been proposed to develop an effective rural poverty belt around Beijing’s human resources policies and measures, namely: national policies and funding given in tilt; local government to ensure thatthe cause of education and health care funding; relying on the Beijing-Tianjin area advantage of educational resources, to develop basic education and vocational education; to develop a reasonable system of personnel placement and retain qualified personnel; policy and publicity parallel, changing people’s thinking.
