In the eral of knowledge economy, knowledge plays a significant role in the socila progress and economic development and even takes a leading role in economic growth in the developed countries. Talents as the carrier of knowledge is the most important force in economic growth and social progress.Take Jiang Xi provence for exampple. On the one hand, Jiang Xi , noted for people's hardworking and deligence, has talented people coming forth in great numbers; on the other hand, Jiang Xi rans out of supplies of talents. For one thing, it is difficult to recruit from the outside to outstanding talents; for another thing, the local talents are unwilling to leave. In addtion to the disadvantaged geographical conditions and historical reasons, Jiang Xi has a lower economic growth rate than the national average level.Therefore, it bears great significance to make a qualitative and quantitative analysis and assessment of the talent environment and talent capital and to predict the relationship between the two and economic growth by adopting scientific and reasonable methods.The thesis first discusses the functioning mechanism of the three factors and bases on them to construct a comprehensive assessment system suitable for the talent environment and talent capital in Jiang Xi province. After collecting the related data to the talent environment and talent capital in Jiang Xi province from 1978 to 2007, the author analyzes the talent-environment-talent capital-economic-growth model through the method of Support Vector Machine(SVM).Then the author bases on the the talent environment assessment system and talent capital assessment system to predict the GDP and PGDP of Jiang Xi from 2004 to 2007. By comparing and applying the prediction from the model constructed by employing the mothod of SVM and Cobb-douglas production function , it is found that SVM model has greater accuracy of prediction.The innovations of the present study lie in two aspects. First, such terms as social insurance index, the criminal litigation defence and agency and social educational index are added in the construction of Jiang Xi talent environment index system; second, SVM is applied for the first time to analyze talent envirment, talent capital and ecnomic growth and compared with the traditional Cobb-douglas production function method to conlude that SVM has better predictible effect.To sum up, the present study combines qualitative and quantitative analysis with theoratical and empiritical methods to effectively assess and analyze the functioning mechanism of the talent envirment, talent capital and ecnomic growth, which provides powerful theoratical and technical support for the government to make decisions of macro control and adjustment. |
